Wired elaborates further by saying this process is far more effective than a password alone. When logging in from a new location, it requires users to enter a password and a randomly generated code sent to a device, typically via a text message or smartphone application. In other words, accessing an account requires having two things: something you know (the password) and something you have (a previously registered device).
Back in February Twitter posted job directly relating to product security, in order to develop the process and integrate it onto user accounts.
As of now there is no release date for the upgraded security feature, but with the frequency of attacks lately I am sure that the new product security employee is in full overdrive to get this rolled out
