Facebook "Lower My Bills" ad trickery

Frankly, I wonder how and why this is done and dont like a website as large as Facebook running around telling people I liked something I didnt. As you can see in the screenshot, the upper portion is Jims feed and when I loaded Facebook, as seen in the lower half, I dont like this page.
So, just a heads up. Dont like, comment or give these scam artists anything. This should not be allowed. What next, tell people I like a certain political party or religion?
We have run some Facebook ads ourselves and I know the options are friends of friends or everyone on Facebook but I dont recall the lie to people that their friends like the page option.
I also found this Yahoo article "LowerMyBills.Com" Ads Claiming an Obama Housing Refinance Program Completely Bogus and they certainly have no friends at Consumer Affairs with a 1 star rating most likely because a ZERO is not an option.
In other news I have 19 matches waiting for me on a website I never joined. Sweet.
