Sample Rate changes how often Windows 2000 determines the position of your mouse. If you want to increase the resolution of your mouse or increase the speed 
at which your mouse is tracked, you should increase this value.

Wheel Detection changes how Windows 2000 detects and enables the wheel on your mouse.

Program was written for 2000 but ran for us under Windows 98.
